Our HSE Policy Framework
KazNPZ’s HSE management system is aligned with the requirements of Kazakhstan’s industrial safety legislation — including the Law of the Republic of Kazakhstan on Industrial Safety of Hazardous Production Facilities — and incorporates internationally recognised best practices for petroleum refinery operations.
Key HSE Progrxammes
- Permit-to-Work (PTW) system: All high-risk activities — including hot work, confined space entry, and working at height — are subject to formal written permits
- Emergency Response Planning: KazNPZ maintains a documented Emergency Response Plan covering fire, explosion, spill, medical emergency, and evacuation scenarios
- Personal Protective Equipment (PPE): All personnel and contractors entering the operational area are required to wear appropriate PPE
- Regular safety drills: Fire drills, spill response exercises, and evacuation rehearsals are conducted periodically
- Incident Reporting & Investigation: All incidents, near-misses, and hazardous observations are reported, investigated, and used for continuous improvement
Environmental Management
KazNPZ operates in accordance with Kazakhstan’s environmental protection legislation. Our environmental management practices include:
- Wastewater treatment before any discharge to the environment
- Flare gas minimisation to reduce atmospheric emissions
- Spill containment bunds around all crude oil and product storage tanks
- Soil and groundwater monitoring in the refinery footprint
- Waste management plans for solid, liquid, and hazardous waste streams
Our People — Safety Culture
Beyond procedures and equipment, KazNPZ invests in building a genuine safety culture among our workforce. Behavioural safety observation programmes, toolbox talks, HSE incentive schemes, and leadership-led safety tours are part of the daily fabric of our operations.
