Kazakhstan’s Ministry of Energy has outlined an ambitious national roadmap for the oil refining sector through 2040, targeting a significant increase in total domestic refining capacity. The plan includes expanding the Shymkent refinery from 6 to 12 million tons per year, Pavlodar from 5.5 to 8 million tons, and Atyrau from 5.5 to 6.7 million tons — as well as the development of a new 10-million-ton-per-year refinery by 2030. KazNPZ supports this national direction and is committed to growing its own output in alignment with Kazakhstan’s energy security objectives.
